Public Administration Best Practices

Program Audience

• The public administration program is designed for government and civil service professionals seeking to develop their policy planning and administrative skills to a senior executive level.

• The program also helps public sector analysts, policy advisors, politicians, legislators, and legal professionals in understanding public management best practices and develop their civic leadership performance.

• Note: This program is designed as an advanced training for government professionals; we do not accept students seeking initial employment, postsecondary education, or initial licensing programs.

Program Modules

The program consists of modular public policy and management courses for developing managerial performance in the following key functions:

1. The role of public managers and civic leaders

2. Principles of public policy and public management studies

3. Policy development, implementation and evaluation best practices with focus on strategic public management

4. Strategic change and reform management with case studies on legal and administrative reforms

5. The legal framework for public policy management

6. Judicial best practices and cases studies in justice policy and reform, legal aid policy, and reform policy

7. Public leadership, culture and managing organizational politics

Program Objectives

The public administration training program is set within the context of contemporary political, social, economic, and administrative environment. The program key objectives include the following:

• Provide 360-degree view of the public sector management function to integrate and align policy, governance and legal framework with public vision and development strategy
• Review public sector planning, legal and governance frameworks, best practices, decision-making models and analysis tools
• Offer experiential analysis of the challenges of public leaders and their government executives in leading and transforming their agencies and organizations
• Identify governance blind spots and reform areas with focus on justice, legislative, and administrative reforms
• Share government strategy insights from the world's most successful governments
• Create a work-based project to help candidates develop strategic initiatives based on their unique set of issues, resources and business environment
• Analyze development policies with case studies on latest development frameworks and measurement tools including, Gross National Wellbeing (GNW), and Gross National Development (GND)
• Learn public sector legal framework and governance best practices with focus on preventing corruption and agency capture
• Share ideas, strategies and tools to plan, design and manage development and reforms initiatives in relevant sectors

Training Schedule

• Week 1-2: Seminars (Review of principles and best practices)

• Week 3-4: Case Studies (Analysis of public management successes and failures)

• Week 5-7: Action Learning Project (Drafting a policy presentation and public management plan)

The public policy and public management program courseware includes the following:

1. Participant's coursework and assessment project guide

2. Subject matter book(s)

3. Executive summary of the subject matter:

   • Summary of essential concepts and leadership best practices

   • Examples and case studies

4. Public leader's toolkit (management frameworks, decision models, checklists, etc.)

5. Experiential work-based assessment project

Performance Evaluation

• Performance can be evaluated on the basis of individual or team project deliverables

• There are no Q&A exams or tests. Candidates can choose to complete customized experiential work-based projects such as developing a relevant analysis document, management strategy, action plan or a senior management presentation

• The program advisor will review the deliverables and provide improvement feedback

• The evaluation is a form of management consulting and experiential coaching for performance improvement
